Check out the long road we’ve been on to get $30 Car Tabs for Everyone: 

* In 1998, we sponsored the “No Car Tax Initiative” I-691. Fell short on signatures.

* In 1999, we sponsored the first “$30 License Tab Initiative” I-695. It set car tabs at a flat, fair, and reasonable $30 annual fee, repealed the state’s dishonest vehicle valuation schedule, and required voter approval for any tax or fee increase by state and local governments.

* It qualified, it passed.

* But then a judge said voters were “confused”.

* I showed my displeasure with the ruling:

* The public outrage spurred Gary Locke and the Democrat-controlled Legislature to repeal the state car tab tax anyway.

* But after they passed their bill, transit agencies filed a 2nd lawsuit saying the bill left in place 1/3 of the state car tab tax. 

* So to solidify our success, we sponsored our 2nd $30 Tabs Initiative in 2002. I-776 repealed the remaining 1/3 of the state car tab tax, repealed vehicle fees imposed by local govts, repealed again the dishonest valuation schedule, and repealed Sound Transit’s authority to impose a car tab tax.

* It qualified, it passed.

* Then opponents sued and the supreme court, in Litigation Round 1 (Pierce County v State of Washington), rejected their legal challenge on multiple fronts, especially single subject (Opponents “failed to show” that “I-776 required the people to cast a single vote on two unrelated, proposed laws”).

* So at that point, the state car tab tax was fully repealed and the authority for local governments to impose taxes and fees on vehicles was repealed.

* But in Litigation Round 2 on I-776, the supreme court said that Sound Transit could continue to collect its car tab tax as long as its bonds were outstanding.

* Car tabs stayed low for nearly a decade.

* But then they started to creep back up again.

* So in 2017, we sponsored a new $30 Tabs Initiative but fell short on signatures.

* In 2018, we tried again but fell short again.

* So in 2019, Karen and I sold off our retirement fund and loaned $500,000 to kickstart the signature drive for Initiative 976.

* It qualified. It passed (for the 3rd time):

* Then Inslee blocked it and said that voters were “confused”

* So I confronted him:

* The AG sabotaged it so I confronted him:

* Then the supreme court said voters were “confused” by the “deceptive and misleading” ballot title written by the AG.

* Ever since then, I have encouraged everyone to follow my lead and engage in civil disobedience and refuse to renew.

* For the past 5 years, I’ve been driving all over the state with expired tabs. I’ve been pulled over 6 times and each time I explain to the officer that I didn’t forget, that this is a peaceful political protest, and then I politely ask them to use their discretion and not ticket me. All have allowed me to proceed without a ticket.

Why am I sharing this with you?

To show why Bob Ferguson is trying so hard to impose a lifetime ban on all my future political activity.

I’m very proud to announce that our efforts pushing $30 Tabs Initiatives over the past 20+ years have saved the taxpayers over $41.4 billion.

I hope I’ve done enough and am doing enough to earn your support now.
