As Initiative Superhero Brian Heywood runs an initiative to restore the Parents Bill of Rights (passed into law last year and gutted by the Democrats this year), I continue to hear naysayers ask:
“Why should we do it again if the Democrats can gut it later?”Â
First off, that is EXACTLY what the Democrats want — for our side to give up after one try.
Second, passing an initiative into law the first time is very satisfying.Â
BUT PASSING THAT SAME INITIATIVE RIGHT AFTER DEMOCRATS GUT IT? Â
THAT FEELS SOOOOOOO MUCH BETTER.

Here’s a great example:Â
In 1993, voters passed Initiative 601 which, among other things, required a 2/3 vote of the legislature to raise taxes.
It was incredibly effective at restraining tax hikes.
But in 2005, the first bill that Chris Gregoire signed into law suspended the 2/3.
For the next 2 years, Olympia went on a tax-hiking rampage.
So in 2007, we sponsored Initiative 960 which reinstated the 2/3.

Despite being radically outspent by opponents, 52% of voters passed it.Â
It felt great.
Not just because it passed, but because Gregoire and the Democrats didn’t raise a single tax in 2008 and 2009.
Why?
The 2/3 stopped them.
But in 2010, Gregoire suspended the 2/3 again.Â
I was there for the bill signing:

So we immediately came back with our “Bring Back the 2/3” initiative.
64% of voters passed it again.

It felt even better (even though it put me $250,000 in debt)
Â

In 2012, we sponsored it again.
And 64% of voters passed it again. Â
AND LET ME TELL YA — passing it the 2nd time (and the 3rd & the 4th) was EVEN MORE SATISFYING THAN THE 1ST!
