The Governor’s budget office confirms it: 10 year analysis for ESSB 6346. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers.

Superstar Brian Heywood rightly was the first person to sign:

I’m especially impressed with how he drafted the initiative.
I see 3 major benefits to his approach:
BENEFIT #1: “The initiative, if passed, would repeal that levy on high earners. It would also prohibit state and local governments from passing any tax on individual income, regardless of source.”
The poll by business interests that I recently shared only asked about repealing the specific income tax created by Democrats (which is imposed on EVERYONE w/ the exemption initially set at $1,000,000 with no legal or constitutional limitation on expanding it).
But Brian’s initiative doesn’t just eliminate that specific income tax, his initiative prohibits state and local governments from imposing ANY KIND OF INCOME TAX on ANYONE. That benefits EVERYONE because EVERYONE OPPOSES THE GOVERNMENT FROM TAXING THEIR INCOME.

Having that broad income tax prohibition in the initiative — and in the official ballot title — makes Brian’s Initiative 645 popular with voters FROM ALL INCOME BRACKETS.
BENEFIT #2: “It would chisel into state law a definition of income as ‘any gain or benefit measured in money derived from an individual’s capital, labor, property, or other source.'”
When it comes to Rob McKenna’s lawsuit challenging the constitutionality of the Democrats’ income tax, it relies on the state supreme court sticking with precedent and continuing to interpret that “income is property” under the Constitution (see pages 10 & 11).
But what if the state supreme court buys into this BS:

Brian’s initiative removes that threat by creating an unambiguous statutory definition of income. In section 4, subsection 2, it reads: “Income is subject to individual ownership.”
As Brian explains it: “The initiative defines ‘income’ such that there can be no lack of clarity about what constitutes income in the future. ‘So, they can’t play games with it,’ Heywood said. ‘So structurally now it will be in the code.'”

BENEFIT #3: “In a twist, the measure would retain provisions in the controversial law to expand a tax credit program for low-income families, provide tax relief for more businesses, and erase sales tax on diapers, personal hygiene products and over-the-counter drugs. It also keeps in place elimination of the new sales tax on services in 2029.”
Brian explained it very well:
“We’re grateful that the Legislature was able to reduce some taxes on things that they’ve already been penalizing people on,” Heywood said. “So we’re not repealing any of those things.”

CALL TO ACTION:
As I wrote last week: “Brian is OUR LEADER and he is the ONLY ONE who has the guts, the motivation, the financial resources, and the proven organizational prowess to lead a successful signature drive to qualify an initiative for a public vote. So all of us should / will follow him and support the path he chooses.”
Initiative 645 is that path.
